Uh, I can understand what you are saying, but entire countries dont want to go anywhere near Iraq. Blizzard would love to put in a server I am sure, but they'll get kidnapped and the terrorists wont know that WoW is just a game and will demand ransom of tier 7 Weapons of Mass Destruction.

Deploying data centers to a new region take a good amount of resources and time.

It is simply not something that lends itself to casual request, no matter how many folks think it would be 'easy' for Blizzard to do.
