Make profanity filter always on or...

Do not let people report other people for Profanity, if they have a problem with it they shouldnt have the filter off, or you shouldnt allow people to report others for it since you allow the filter to be turned off... All it does is give people an out for "reported" when they are clearly wrong or do something completely stupid
