If I remember correctly the proc causes you to speak in Dwarvish, but it doesn't help you understand it. It's not a magic cross-faction conversation weapon, sorry. Maybe though some day there will be a weapon that procs and causes you to speak Orcish, then the language barrier will be broken! ... In sudden unreliable and annoying bursts... yeah, that's going to be awesome.
