Frostbolt - Rank 12 worse than Rank 11

Frostbolt Rank 11: 238 mana, 2.5 second cast, 556-599 damage. Slows movement speed by 40% for 9 seconds.

Frostbolt Rank 12: 247 mana, 2.5 second cast, 553-596 damage. Slows movement by 40% for 9 seconds.

What is this Blizzard?

Please fix it.

Because of a previously implemented rank through book drops for frostbolt, rank 12 is the way it is to bring the power increase for frostbolt back in line with leveling progression, not with former level 60 cap progression.

This is regarded as an issue that resolves itself. Ultimately, rank 13 will be used and previous rankings will have little bearing. The point is to get the power curve back on the proper track, which was thrown off from the book implementation (when there was a different level cap).

What price exactly? Mages are getting more out of this than they should. What, a few damage points which could be improved with spell damage gear for a negligible gain?

No, it's that Rank 11 was scaled to the then level 60 cap and provided progression 'beyond the level cap', so to speak.

Now that the level cap is different, the devs are continuing with spell progression in accordance with the old curve and not the other 'beyond level cap curve'.

Yes, it is an inconsistency. However, there appear to be no plans to nerf rank 11 or buff rank 12. If anything nerfing rank 11 is what would occur. Would you prefer a nerf or no nerf? That is what it comes down to.
