Tier 3 Scaling?

I have heard rumors that Tier 3 scales or will be changed soon to scale and be more relevant to everyone becoming 70? Is there anyway that this can be confirmed or denied?

Fundamentally speaking allowing items to scale up with level would undermine the worth of new items. The goal and achievement of character progression through itemization would be reduced if you were able to simply wear your Tier 3 items forever. We intend for old items to be sloughed off, and item upgrades and achievements to be the new hotness. Moving forward being the goal, character progression and not stagnation. In almost all cases items scale down with level increases, either in effectiveness or purpose.

I'm not really sure what you're asking. There are tier sets geared towards different hybrid abilities other than healing.
