[Design: Golden Hare]
Has always been broken since the release of the expansion.
Cut citrine does not, or has ever, existed in the game.

Is there an ETA on fixing this recipe?
We as a community have been told that it was going to be fixed, but
so far it has not.

This is correct. However, there is no hard and fast date for the release of this patch, so all I can really say is, "soon".

Spellfire Cloth was intended to be labelled Spellcloth and will be changed to reflect that in the same patch.

Because 2.0.10 had particular priority fixes which were developed specifically for that patch. Intermediary patches tend to involve high-priority fixes that can't be hot fixed, such as class balance issues or critical path obstruction.

This fix had already been slated to be included in 2.1. Rather than start piling things onto a fix patch and taking more time to develop it and increase its download size, it stayed slated for 2.1, a major content patch.
