Why is "Thread Necromancy" not included

Why is "Thread Necromancy" not included in the list of actions that fall under the "Spamming and Trolling" subsection of the Forum Guidelines (http://forums.worldofwarcraft.com/forum-coc.html?sid=1#_Toc127268911)?

This is a disruptive practice that does nothing, other than bump more active threads off of the first page or pages.

We have a lot of gray areas we can work with and thread necromancy can fall in that area. We take action as necessary depending on the intentions of the necromancy and how extreme that necromancy is.
