We've had some great success through use of the recommended tag, advertisement, and also player discussion and interaction on these forums in getting some very healthy player populations on what were considered our lowest population realms. They're well on their way.

Now that those realms were able to be moved off of the Recommended list, we're going to be moving a new set on, which should be showing up soon.
