It's a carry-over from previous games which had a more select and dedicated player base. The thing that happened with World of Warcraft is that it moved the boundaries of accessiblity and ease of play to include people who had never before played an MMO.
So, what we ended up with was the experienced MMO player camp who were familiar with concepts and environments that were being iterated on from successive MMOs and the camp that was new to the genre and felt that the game should be accessible to more players by treating content evenly, with limited investment for access.
