I want to create another account, do i have to buy both the original world of warcraft to get the CD key, and then the Burning crusade to get that CD-key? Or can i just buy Burning Crusade.

Each account you own should have a unique key associated with it so you will need to get that by purchasing World of Warcraft again and then the expansion (if you wish it) to add on to it.
