Simply put, it is done on a case-by-case basis for the class at hand. If playability, class strength, design philosophy or other considerations merit the change, then the change may go through.

We do not balance the game on the notion that 'if one class gets a certain treatment or adjustment, so should another/others'. That reason, in itself, is not a good reason for implementing such a change.
