Arena Level Requirements (?)

After reatding the latest patch notes (http://www.worldofwarcraft.com/patchnotes/test-realm-patchnotes.html), i cant tell what level we have to be in order to participate in the area, does any one know?

Playing in the arenas without being in a team (level 70 required to be in a team) you will be entering in to skirmish games which are simply 'for fun' matches. Since you're not in a team you can't be ranked, and without a ranking you can't earn arena points to spend on rewards.

Sure, but unless you're level 70 you'll only be enjoying the sweet reward of fun.

It will be 70 only. I'm not sure if that's just an error or something that possibly crossed over from beta accidentally.
