Did orc shoulders get fixed?

It's not listed in the notes, but as we've said before, the fix is there. :)

The patch notes are as accurate as we can make them. One graphical item of which has been stated as being fixed many times now, does not make it less accurate. What you're looking for is "more complete" and as I said, we make them as complete and accurate as we can. Sometimes things slip through, but we do what we can to update the notes (on the web site) even up to the day of the patch and sometimes after if need be.
