Headless Horseman - When does it start?

Does anyone know when the Headless Horseman event starts in SM GY? I went there after I DL'd the patch and the pumpkin to start the quest was not there.

The Headless Horsemen terrorizes the lands only during the holiday where people celebrate the freedom of the Forsaken. http://www.worldofwarcraft.com/info/events/hallowsend/

While the Alliance and the Horde are not exactly close friends, the Alliance celebrate the holiday of Hallow's End as both factions are definitely enemies of the Scourge. Besides, some flimsy masks, a few magic wands, loads of candy, and a Headless Horseman never hurt anybody right?
