Only way to succeed in Arena is PVE

its clear that you will HAVE to raid to be competitive at top Arena tier. Arena will only provide armor and weapon NO trinkets, NO jewelry.. So yes you can pvp all you want, top geared raider will still wipe the floor with you since he has same quality gear in armor and weapon slots and MUCH better gear in rest of the spots.

So here is question Bliz. Why only armor and weapon from Arena?

As the arena requires level 70 to compete, it can at least be assumed that the process of leveling from 60 to 70 will require at least some amount of PvE involvement. During that time it's possible you may unknowingly acquire those items.

In addition, the honor system will always provide those rewards should your aversion to PvE be that great.
