Removed the cooldown from Void Shatter.
What else didn't make it live that has been in the 2.4.2 patch notes....

I just did Void Shatter three times in a row on one of my characters, so it seems like the cooldown is gone to me. Are you seeing a cooldown that's remaining from last night perhaps?
