2 accounts, 1 house

I recently showed my sister the game and she decided she wants to play as well. She has her own computer in her room and I was wondering if she has to purchase her own copy of WoW and BC or can she use my copies seeing as we live in the same house and I will be the one paying for both accounts.

She can use your CDs to install with however she will need to still purchase her own keys to activate an account in her name.

Yes, CD keys. Every account has a key (or keys) associated with them that makes them unique. You don't need to ever use the key again once registered but you do need it to create an account and upgrade to the expansion should you choose.

To get the World of Warcraft key, you can have her sign up for the 10 Day trial here - https://signup.worldofwarcraft.com/trial/index.htm create an account and then upgrade it to the full version of the game.
