I did the linkin quest on my druid not too long ago and he wasn't there. I just did the tanaris part this morning and see him standing at the gy with some moonshine and a sword. When you talk to him he says, ...."Don't mind me, I'm just a and man waiting for.... a friend."
First looks on the interweb tells me about who he is historically which I knew, but other references are only to his hat, and not why he's hanging out, looking like oldschool cowboy badass, in the desert.
