Why is every oceanic change "reactive"?

What we have done to accomodate the desires of the Oceanic player base has been modification of existing structure brought about in response to player feedback. That clearly demonstrates that we are listening and doing what we can. However, we simply are not in a position to comply with the complete demands from Oceanic players, because we have no plans to open a dedicated site in that region at this time.

While some may take issue with the quality or effectivness of what we've offered the Oceanic community, that is a separate issue from actually being aware of, acknowledging and responding to these concerns.
