This rational is flawed.

Whether you do 25 man or 10 man, you are still limited to completing ICC once per week. Unless you do both, 10 man has no greater chance than 25 man.

This is a slap in the face to 10 man raiding guilds. Most content is arguably harder on 10 man than 25 man due to the fact that each member killed is of greater significance in 10 man than 25 man. In 10 man you lose 10% of your raid when a member dies, but only 4% in 25 man.

This also means you can have more raid members not pulling their weight in 25 man and still succeed. Thus, the "managing more players is harder" can be seen as a fallacy. I don't know how many times my guild has pugged multiple retards for a 25 man and still pulled it off. If we tried that with the 10 man version, we'd get our asses handed to us.
