There are toons of tabards and the title itself can be pretty, but some from PvP/Raids seem better looking.
So, what is your motivation to focus on this Achievement??
I thought on it as an option to gather gold, but few dailies can make it as also being faster/easier (...or not).

I am not 100% sure, but i think you have to loot the shards from dungeon bosses, to get the achievement, not turn in WG quests.
It's possible (but of course not a guarantee) that changes may come to this achievement down the line, but the current situation is bug free.
