Monks are still, by far, the least represented class in pvp, and it's almost been one year since mop came out. When, or how, do blizzard intend to make monks viable pvp wise?

Seems like you are confusing popularity with beeing viable.
Gonna go with what Bajenda said. Statistics on representation offers insight to exactly that, representation. It's a common misconception that is made when it comes to trying to determine which classes are balanced. Even concepts such as what Blajerca mentioned cannot be trusted. What if all of the Monks are completely new to arena but all of the Rogues are top-level players, doesn't this mean that Rogue is underpowered?

Of course I understand that the generalization is that people will generally gravitate to the class that they deem is the strongest, which can be true in some cases; but not always. If you want to talk about balance in a meaningful sense, don't take arbitrary numbers like class representation and base the discussion on this. Try starting off with what you think is wrong with the class in general and then go into more detailed reasoning on each key point.
