These drop from the final daily troves on thunder isle.
I checked them out on wowhead and it looks like there's currently a drop rate mistake on these.

On about 2,000 registered loots, the horde trove drops it about 30% of the time, where as the alliance side only 0.3%.

Quite a disparity and seems like an obvious mistake :/

Is this known and when will it be hotfixed?

This is known by the developers and it will be hotfixed.
