Why does this item require level 98 to mog?

It's a low level item..you can equip it, but you cannot use its appearance.

Hey Magawol

Brewmasher's Staff is the replacement weapon you get sent to use as a Brewmaster Tank, as that spec will be using 2handed weapons with Legion.

As such it will scale from level 1 to level 100, depending on what level your character was at the time it was sent to you.

If you see something that isn't already there, please report it using the in-game feature:

Click Help to open the Customer Support window.
Click Submit Bug.
Enter the details of the bug, making sure to follow the guidelines outlined on the submission form.
Click Submit.
