People should indeed not be scaled all the way down to 825 for this (and in an ideal world, we'd have relaxed the requirement to allow anyone of any level/ilvl to queue) but we're currently a bit limited in our bandwidth when it comes to hotfixes to facilitate beta testing, as the team is completely focused on a smooth 7.0.3 launch. We've gotten a good amount of data from the folks who have queued and completed the content so far, and we should be able to make subsequent Raid Finder tests have more suitable parameters.
