[Quest] In the Bag uncompletable

This quest cannot be completed, as Ly'leth is either phased or put inside a building. SS of her relative position (with her being targeted and not showing on the minimap):

Next thought... oh, she must be down by the arcway! Negative. She is on no level within the Arcway / Nighthold entrance. Nor in any of the higher buildings. She's just.. a ghost, hidden away for all time, blocking all forward progress within the zone.
