Currently it appears that Blessed Hammer is either experiencing some crit supression, or it is not benefitting from crit at all (possibly it's coded in as totem/guardian) :

It also appears that the previous artifact passive (Light of Truth) has been renamed to "Tyr's Enforcer" same as the artifact trait (http://legion.wowhead.com/spell=209474/tyrs-enforcer)

I'm still not entire sure of how it calculates the damage of explosion, as it appears to scale with your damage done, and damage taken, however it looks like it's triggering to do dmg not upon expiration, but next time you cast judgement :

In the end I'm honestly still not sure how the damage is calculated, but it's apparent that this is a fairly large issue due to this bug.
