[Bug]Balance Affinity - Moonkin Form (21154)

As of Build 21154, Moonkin form granted by the talent Balance Affinity does not currently enable the usage of Starsurge or Lunar strike.

On entering the form, the Moonkin hotbar will briefly be displayed before the default form bar is shown and any attempt to use Starsurge or Lunar Strike results in a red error of "You must be in Moonkin Form". Moonkin form granted by the Balance spec is not affected and still functions normally.

This obviously impacts the ability to test the leveling capabilities of Balance Affinity for non-Balance spec druids.
