[Warmongering Combatant's Insignia of Victory] it's bugged.It won't proc from attacks neither does it have an ''on use'' effect

Edit: The only time it procs it's when i equip it.

Thanks for the reports about this and many apologies for the confusion!

This issue was addressed during the Hotfixes applied last night. These trinkets should now correctly have a chance to proc instead of only proc'ing when they are first equipped.
