Blasted lands candy buckets

Anyone can help with where these are please?

I've been doing the Hallow's End event and cannot find these two to complete Eastern Kingdoms. They should be at Nethergarde and Surwich, but there's no sign.

I thought at first it was a phase issue, with BL being the horde invasion point, but I can't locate these either on chars who have or who have not completed th intro quest,

Help please?
