Khadgars are being added to faction shrines, Stormwind, and Orgrimmar to allow you to travel to Draenor. No need to swarm the Blasted Lands.

So there is no faction favortism, there's a Khadgar at each faction's shrine in Pandaria. You can chillax with him in comfort. Speak with him once Warlords of Draenor is enabled for the North America region to begin your adventures on Draenor.
