PTR?

I have never tried to get onto a PTR before, and I don't understand.

On the little battlenet page they have about it it says I have to copy a charactor overto get a liscense, but it isn't working.

Then I hear that you can make a template charactor once on PTR, but how do I download PTR, I don't see the box that the picture is showing.

EDIT: this is what I was reading when I refer to the box they show, and the copying being needed:

You can manually download the PTR installer for World of Warcraft by logging into your Battle.net account management screen and going to the "Download Clients" section on the far right.
