Is this forum open for everyone, or is it only account that have the alpha that can post?

I believe that is the intent, at least for the US Alpha feedback forum it is according to a blue post.

But this likely does not work properly yet.

The intent of Alpha forums is that testers can talk to one another, as well as provide feedback. So yes, it should be Alpha testers only that can write in the Alpha forum, however our forum seems to be in a welcoming mood currently. ;)
