Correct. Spectator Invites only work in pre-formed matches using the War Games feature. Players won't be able to observe ladder matches, but community-run tournaments will be MUCH easier to organize.

Many top end PvPers stream quite regularly on sites such as Twitch.TV. I'd definitely recommend checking it out once Season 15 starts :)
