Why require legendary Cloak for World Boss

Why blizz? :(

I recently changed to this character as my main i'm slowly playing catch up but at the current rate i'm going it's going to be a couple months before i'm even close to seeing the cloak, I highly doubt I will actually see the cloak by 5.4

So why require people to have this cloak to get to him, it's basically telling ppl "do not play alts or switch mains"

Just as an update to this:

We're planning to change the restriction for access to Ordos to be account-wide. Basically, as long as at least one of your characters has a legendary cloak, all of them should be able to access the encounter.
