Lava Surge Procs on Elemental Shamans

I'm certain someone already knows about the issue, but just to recap.

Lava Surge, the Elemental passive is triggering free spellcasts every tick of Flame Shock. This effectively gives Shamans a no-cd 100% crit spell and gives their DPS about a 150k advantage to all other classes. I would imagine this isn't intentional.

This is only happening because of the S14 and T16 Set bonuses. I confirmed this earlier today with a friend of mine; without the set on, Flame Shock returned to it's normal chance of proc'ing Lava Surge and thus worked as intended. After equipping the S14 or T16 gear set and receiving the set bonus, Flame Shock would proc Lava Surge every tick.
