You're not limited to having one totem of any particular kind. You can have two Flametongue Totems out at the same time. Keep in mind that totems aren't separated into groups like "Fire Totem" or "Water Totem", totems are just "Totem" and aren't limited in any way. They do count Minions, so you can't go over the max number of Minions you can have out.

The Shaman Hero power will bring forth one random totem from a pool of four Totems. The Hero power won't summon the same Totem twice if that Totem is already in play. If you manage to summon all four Hero power Totems, you won't be able to summon any more Totems with the Hero power unless one of those Totems dies.

TLDR: Play ALL THE TOTEMS
