Good evening,
As the title says. me and my guild are in HoF 10m Normal ( yeah we slacking ) we used a lockout from tuesday to get to windlord right away, but we dont have the 10% debuff on mobs? is that because of the pre 5.2 Lockout?

That was due to a bug that has been hotfixed during the night. Next time you enter the raid, Wind Lord Mel'jarak should have the debuff active on him as the rest of the bosses there. Good luck with your progress!
