PTR Can't make template character?

Hello,

I got a problem on the PTR server in world of warcraft.
I dont get the "create template character" access in the left bottom corner.
Yesterday me and my friend want to play on the PTR server, and we download it.
We do completely the same and he got the "create template character" but i dont??
