5.1 ninja nerfs?

Mortal Strike reduced from 185% weapon dmg. to 175% weapon dmg.
Over Power reduced from 120% weapon dmg. to 105% weapon dmg.
Slam reduced from 215% weapon dmg. to 190% weapon dmg.

Also several other nerfs. Execute , bloodthirst, and raging blow, etc. have all been nerfed.
None of it shows up in the official patch notes as far as I have seen. Is this a bug or intended?

Those are hotfix changes from September 20th, so they've been in-game for a while now.
