[Priest] Mind Sear - Concerns and Comparison

Is it intended for mind sear at 90 in full pvp gear(with 2 int trinkets) to be weaker than it is today on live?

The following numbers are from a session of dummy testings in SW to compare the outputs between live, ptr, and 90 on the beta.

Sorry about the appearance, I will fix it up later when I have more time.

Mind Sear: 152 to 163 (+ 15% of SpellPower) Shadow damage
Live lvl 85 - 12,119 sp 6,800 hit 14,300 crit on lvl 85 training dummy
( with empowered shadows up and evangelism)

PTR lvl 85- 12,569 spellpower 2,400 hit 5,020 crit on lvl 85 training dummy
(same gear as live, spellpower difference due to change to inner fire)

Beta lvl 90-25800 spellpower 5,000 hit 9,700 crit on lvl 85 training dummy

PTR lvl 85 (fresh)frost mage 7,552 Spellpower, - Blizzard hits for 2196 and crits for 4391
with a spellpower difference of 5017

Ice shards pelt the target area doing (240 ( + 26.2% of SpellPower) * 8) Frost damage over 8
following the formula and dividing by 8(number of ticks within the 7.53 sec channel), i get the following results
7552 spellpower - 2218.6 || 12,569 spellpower- 3533.07
judging by how close the formula and actual numbers are, I think that if the pre-made mage had the same spellpower as my priest, Blizzard would have been hitting for
3533 hits, and 7066 crits an increase of 1133 base hit damage and 2046 higher crits for the equivelant AoE spell.

Arcane Explosion - causing 345 to 373 (+ 39.3% of SpellPower) Arc Dmg
7552 spellpower -(averaged) Hit 3293 damage, crit 6567 (values also close to tooltip desc)
12569 calculation - 5289 hit 10,579 crit (as Frost)
Putting mage AoE much higher than Mind Sear is capable of atm.

Extra(fire and brimstone makes it easy to hit all targets with immolate for the extra 50% damage)
Immolate down first 7962 estimate: 4060 hit - 8125 crit
Calc 12569 SP – 4090 hit – 8181 crit
Immolate down - 12569 calc: 6136 hit – 12272 crit

The lack of damage of mind sear is leaving me concerned for any AoE needed while leveling and when it comes time to farm for Spirits of Harmony for professions.

To put Mind Sear middle of the pack at 85, it would need the scaling buffed to ~31% of SP, which at 25,000 spellpower, would make it about 1100 damage per tick stronger than it is on live today. Though, 7900, with 15.8k crits may be a little low when pulling packs of mobs that have 390k+ health, but it would be a massive improvement over the current 5,000 hits and 9,700 crits.

We want Shadow to use multi-dotting in addition to Mind Sear when there are only a few targets. When Mind Sear is too strong, then the "rotation" becomes Mind Sear -> Mind Sear -> Mind Sear, which isn't a ton of fun. If you're AE'ing lots of targets, then it's fine to do nothing but Mind Sear (and perhaps a level 90 talent).
