Border color around buffs/debuffs

I would like to see buff icons with a green or otherwise "positive" border color. Currently I am seeing both buffs and debuffs use a red border color.

The shared "negative" color makes it difficult to quickly determine what is affecting my pets, and causes some initial confusion when buffs appear to be displayed as negative effects.
