At this point, the only mounts that are not account-wide are either class specific or rewarded from PVP. We feel like both these types of mounts should still be character specific.
From what I understood from all the blue posts and debate about it, it is basically like this:
Any mount that you get in rated PvP is unique to a character for a few reasons. First, you probably could not have gotten that mount as another class and spec, or during a different Arena season due to class changes that take place. Second, the PvP mounts are kind of a symbol that you are a Veteran of War. You are a person that has triumphed over enemies in times gone by. And those triumphs were specific to your character.
