I've played WoW, and been on enough PTRs over the years to know one thing, and this isn't me being pessimistic, but the EU PTR just isn't cared about.
The PTR is ran in the US, all the devs are based in the US, and they probably don't even check the EU PTR feedback, people have said it before, but the EU PTR is sadly almost a pointless endeavour.
This character copy "issue" could be resolved easily, but it will take resources away from the proper PTR testing that is being done in the US, and for a such a big important patch like this, the EU PTR always suffers.
The only reason they do an EU PTR I guess is to keep us all quiet, or we'd moan about unfair treatment - kinda funny how the masses don't realize how far apart quality wise the US and EU PTR and forums are in terms of developer interactivity.
Feel free to brand me a troll, report me, say I am wrong, but bare in mind the US PTR is easily 2-3 times more congested, yet they have had zero issues, and if they had of done, you can bet yourself it would have been fixed ASAP.
