Why can't we transmogrify Legendaries?

I was very excited to be able to put on my Ulduar set (Val'Anyr included) again, but everyone keeps telling me that Legendary weapons cannot be transmogrified.

I'm very curious as to why this limitation is currently in place.

Think about it:
~Some people got their legendary weapons later than others and many people didn't even get to use them in end-game content. A lot of awesome weapon skins are wasted on "AFK IN ORG/SW" outfits.

~Allowing legendary weapons to be transmogrified would definitely make people get up and do old raids more consistently. Isn't that what Blizzard wants people to do?

~Using a Val'Anyr or Thunderfury skin wouldn't give anyone an advantage (outside of looking rad!). It isn't as though we are getting the weapon's extra mechanics again.

Come on, Blizz. We put the work into getting these shiny weapons. Let us use the skins again so we can relive some of our fondest memories. :(
