Issues with Vid Card

I am borrowing a card from a friend until I can get my new card ordered. The card is a 9600GT. The issue I am having is that it seems like everything is running fine and correct drivers, however when I load WoW or SC2, the frame rate drops to around 5 instead of 35-45 that I as getting with my HIS Radeon HD 2600 pro. I have done a complete uninstall of ATI drivers, so far tried two different NVida drivers, the newest one, and beta release. Here is my current sys. info:

Win. 7 Home Pre. 64-bt
AMD Athlon 64x2 Dual Core Processor 5800+ 3.0
6144mb RAM
Dx 11
500w pcu

Its a low end computer...but I have had little trouble running either game. Just looking for possible issues. The card worked great on his PC. It actually had a 6.4 Windows rating, and on mine it shows a 3.6. Thanks

It may be an issue with overheating.

Download and run HWMonitor from http://www.cpuid.com/downloads/hwmonitor/1.18-setup.exe

Now start the game and let it run several minutes. Then exit or alt-tab out and look at the monitor program. See what the highest temperature is that the gpu reached.
