Is selling arena rating carries a violation

we have people on our server selling arena ratings,

for example, theyll post in trade that they will carry you to 2200 rating for 20k

is this allowed, or should they be reported?

If by that you mean that you pay someone gold to join their team or they join yours and you all participate in Arenas, etc... together while they'll help you get to a higher rating because they are far more skilled than you? No, in and of itself that is not a violation of our policies.

Just like it isn't against policy to take a player with low iLevel gear into a raid instance that would be much higher than they'd normally be able to go to and acquire drops from those bosses.

As long as there is no exploitation, while the transactions are entirely unsupported and if anything goes wrong we would be unable to intervene, it should otherwise be permitted.
