Tremore totem, how it works?

It is me, or our tremore totem is broken? Becouse priest fired me, but before I puted tremore totem infront of me and it didn't work, I was running around 8 sec. The same situation happend with warlock, tremore totem didn't even work on fear that warlocks cast 3sec.

So how it works exacly? Tremore only works on sap?
