Paid Faction Change "Server Unavailable"

I'm trying to move an old 80 I had from WotLK days on the realm Ursin. I went to the faction change page at battle.net, selected the realm Ursin, clicked on the character I wanted to move and... "ERROR: Server Unavailable. Please try again later." I tried again later, and got the same message. I have done the faction transfer service before, so I'm confident I'm not making a stupid mistake anywhere.

Does Blizz periodically lock certain servers from faction and realm changes to stabilize populations? Is there another issue going on here?

I'm not aware of any issues with the service at the moment, Bountyhunt. Are you getting the same message that Andarr was getting last week?

Are you attempting to transfer to Ursin as well? At what point in the process are you receiving that message? Right after you select the realm or after you have submitted your payment option?

Has the character been logged out for 20+ minutes?
