In a nutshell the suggestion is this: split current racial spells in two categories, racial and faith, and make faith spells switchable.
In more detail, keep the spells that are more race-defined such as Desperate Prayer, Elune's Grace, Symbol of Hope, Consume Magic, Devouring Plague and Hex of Weakness as they are now, learnable with low level quest.
Rest of the spells, Fearward, Starshards, Touch of Weakness, Feedback and Shadowguard should be spells based on individual religions that you can learn by doing a quest for them (converting). Preferably even making them cross-faction trainable via neutral NPC's. Exact division could be something else, this is just one alternative.
Effects of game balance will be clear, then the cries for 'better races' would end, and also roleplayers will be thrilled when there is an actual moment when your priest picks and chooses what god(s) he or she serves. Naturally you could later change the beliefs and faith spell later with re-questing at different priest, but it should be fairly costly matter in time and resources.
Coding-wise, most of the mechanics required are already built-in in the game client, in the form of professions. You can have only two of those, but it's possible to drop one and pick another, so for the developers the change wouldn't be too monumental either.
